İhsan Doğramacı established seven foundations, all of which share the common objective of promoting human welfare through education and health care, including primary, secondary and tertiary education, medical education and public health with an emphasis on family health. The first three Doğramacı foundations were established in support of Hacettepe University in Ankara, and those three later jointly established Bilkent University, also in Ankara. Other foundations followed, two of which are outside the borders of Turkey.

İhsan Doğramacı was born in Erbil, a part of the Ottoman Empire, in 1915. He graduated from the Preparatory School of the American University of Beirut and the İstanbul University Faculty of Medicine. After being certified in Turkey as a pediatrician he joined his parents in Baghdad where he worked in a children's hospital for four years. Then, with his wife and young daughter, he travelled to the USA for further training at Boston Children's Hospital and Massachusetts General Hospital on a Harvard University program and subsequently at Washington University in St Louis.
