The İhsan Doğramacı Foundation was established in 1973 by İhsan Doğramacı and his wife Ayser Doğramacı. Its headquarters are in Ankara and the contact information appears below.

The Foundation was granted tax exempt status by the Turkish Cabinet of Ministers in 1973.

Purpose of the Foundation: To establish, support and sustain institutions of teaching, learning and research at every level; to take necessary measures and provide support for the development of the educational and research activities of Bilkent University; to give scholarships and fellowships at all levels and provide dormitories for Bilkent University students; to encourage scientific, artistic and cultural activities and to award national and international prizes in these fields; to establish and meet the costs of a cultural center and places of worship; to organize scientific seminars, conferences and congresses.

As of 31 May 2016, the Foundation had established five schools, all of which operate on a non-profit basis:
